For me the best relief is my shoulder which you didn't add to the poll.. following that would have to be my knee I suspose.

I can crack my ankle on my right leg non stop as well in pretty much the exact way you describe by rotating it in circles. I only have been able to do it though since I broke it years ago in high school and had to have surgery on it. My other ankle I have never been able to crack.
